Removed wallpaper drywall paper face ripped right off, the brown paper is showing!?

okk so my friends and I decided to help out a friend who wanted to renovate his place. lots of wallpaper, so we took that off but now brown paper is showing! some of us were panicking and decided to paint over it... but now you can tell the surface is really uneven! the room has now been painted but there's a few random uneven spots where the brown paper was showing. how can we fix this?!
