How does USA define victory in afghanistan?

still pretty much uncertain,there has been not single attack on USA soil since 9/11,USA and NATO presence has destabilized the whole region,unrest could be felt in pakistan as well and country is facing threats to its existence.do you think that china,russia,iran would not perceive this long time presence as threat to their own regional interest,in future these countries could give fire to many insurgencies leading to defeat of america
